Romania: Electric busses in Cluj
The municipality of Cluj is a signatory of the CoM and has had its SEAP approved since 2013 with an overall CO₂ emission reduction target of 20 %.
The City Town Hall of Cluj is implementing the project “Replacement of the of diesel busses with electric busses with two recharging stations”.
The procurement process was initiated as a framework contract was there was no such public tender launched in Romania before. Also it was an open tender, based on the best value for money whereas the main criteria were:
Price 40% (maximum points 40), guarantee period 14% (maximum points 14), useful weight over overall weight 12% (maximum points 12), transport capacity 12% (maximum points 12), specific energy consumption 12% (maximum points 12), and battery lifetime 10% (maximum points 10).
The tender documentation was based on research carried out regarding the reduction of energy consumption and GHG emissions generated by the Cluj public transport with a starting point of 10-30 electric busses which would be fully equipped for being connected to the trolleybus grid should the battery autonomy finish. The autonomy of the electric busses was set in the ToR for 70 de km while the capacity requested was minim 70 persons of which minim 27 sited.
The estimated value of the framework contract was 71,241,776.31 RON or 15,831,505 Euro (excluding VAT), while the participation guarantee was 900,000 lei or 200,000 Euro.
