Germany: City of Dormagen
From 2007 to 2008, the TBD – Technische Betriebe Dormagen AöR (technical operations Dormagen) have about 4,900 street lights converted from mercury vapor to sodium vapor high pressure lamps in Dormagen within a performance contracting. From 2011 to 2013 the TBD installed 607 LED lights – decided by the planning and environmental committee and funded by the Climate Initiative of the German Federal Ministry of Environment. For that, they conducted a light calculation and profitability analysis of the life cycle of the luminaires over 30 years and graded them as economically. Due to this positive experience and to open up further savings a financing contracting for additional 4,045 LED lamps was announced in July 2013.
The volume of order allowed to renounce an EU-wide publication. As a tender basis the TBD used, among other things, the sample contract “Financing Contracting” of the Sustainable Business Institute (SBI). The offers were evaluated on the basis of a dynamic economic calculation with subsequent cost-benefit analysis. Not only the resent value, as the main criterion, but also the contract duration (max. 5 years), the durability of the products, commitment of warrenty (min. 5 years) as well as the pollutant content were incorporated in in the overall view.
The company LUXSAR GmbH from Cologne received the contract for the best quote for the LED retrofit CB street lights with system performance of 20 W (2,100 lm ± 50 lm, 4,000 – 4,500 K) or 27 W (2.900 lm ± 100lm, 4,000- 4,500 K). At the end of December 2013 the TBD and the LUXSAR GmbH as the contractor signed the “Contract for retrofit of urban street lighting equipment (variant: financing contracting)”. Overall, 4,045 LED lamps are supplied by the LUXSAR GmbH from the beginning of 2014 within 2 years in partial charges to the city of Dormagen. Since March 2014 the TBD staff has equipped round 2,000 luminaires per year with the supplied LED bulbs so that all lights planned will be upgraded within 2 years. LUXSAR as contractor take over the advance payment of lamps.

- contractually guaranteed monthly electricity cost savings: 7,425 Euro
- CO2 reduction: 254 t/a
Since 2006 total electricity consumption for street lighting has reduced from 3,161,829 kWh to 1,569,551 kWh in 2014, i. e. by about 50 percent, although in the meantime the number of light points increased significantly even by new housing estate. A forecast is arising from that if in March 2016 the LED replacement lamps assembly will be completed that the electricity consumption for street lighting then drops to about 1,100,000 kWh. This results in a saving of 65 percent compared to the initial value from 2006. Hereby, a decrease of CO2 emissions by 889.442 tonnes per year is achieved.
Standard contract of the BMBF for contracting: The model contract was developed on behalf of the Federal Ministry of Education and Research (BMBF) in 2013. The draft contract can be used by municipalities having uncertainties in the initiation and conclusion of contracting agreements in the field of public street lighting.
